Every sport, at every level has rivalries that don’t have championships. In college there are tons of them. I would say it's kinder a rivalry but it's noway near the Cavs v Warriors rivalry. Celtics v Lakers in the 80s. Knicks v Miami in the 90s. Or Spurs v Miami in the 2010s. Those were rivalries.

It's a rivalry as much as Memphis is a dynasty. Unless they win something first, it's just one team talking a bunch of trash without anything to back it up, while another team is in the middle of their dynasty.
