The answer is simple. The Rockets know what they are up against.
Magic were too young. Had Penny stayed healthy and Shaq would of stayed after Bulls broke up in 99 they definitely would of gotten one in 99. Shaq would of ate Duncan and Spurs alive
The Rockets just had that championship experience, which the Magic didn't have. Plus, the NBA landscape at the time was you had to learn to lose before you could win. That was what Boston learned with Philly, what Detroit learned with Boston, and what Chicago learned with Detroit. Orlando didn't have that.
