Probably. They were the worst team in the league last year and they didn't do very much to make a massive leap.
My thing is basically they're saying that Jordan Love is gonna figure it out before JF1. They are gonna use the "he sat behind a HOF" as the launching point. Playing time is more of a learning path than just sitting. The lack of faith in Fields is being turned into benefit of the doubt for Love.

I can understand why CBS Sports would say that. The Bears finished dead last in the league last season, and with 10 rookies expected to contribute who knows if they're ready to compete in the NFL or not. We'll see.
