It’d be nice if they did because in Green Bay’s case it keeps the team invested in the local area and vise versa because it would be impossible to move the team, or to leverage moving the team to get taxpayer money. It also leads to greater investment back into the team, which leads to greater sustained competitiveness. It’s not going to happen though, because it’s not profitable for the NBA to let a team slip out of their control.
