How are the top lottery picks “steal”? That’s weird, I thought it would be more around overlooked prospects, not “performing as expected” prospects

Still don’t understand why ROTY eligibility is given to guys who’ve already been in the league for a year ahead of everyone else and have access to a hell of a lot more resources than actual rookies who just came in the league.
