I don’t doubt this is true. Kelly grew up as a Raptor fan with his Mom actually working for the orginization as a scorekeeper at some point and I think he lives in Toronto still. He’s in the last 1/4 of his career, I’m sure staying in one place all year long becomes higher on the want list for an NBA player as they get near retirement age. He is also not a dumb man and if he stays and does well as a Toronto boy he can unlock all kinds of post career opportunities.
All this could change though if he gets an offer from a contender. That ring is very enticing.
