we can all agree that this trade makes no sense from a talent acquisition standpoint. even if Luka was secretly the worst player in the league and only the Dallas front office knew about it, you can still get more if you shop around.
so it has to be collusion. What does the Mavs' ownership stand to gain from tanking their own franchise? My theory is they get to move to Vegas. The Adelmans own a bunch of casinos in Vegas, and they wanted to build one in the Mavericks' stadium. The city wouldn't permit them. This is all factual and known. So they want to ship the franchise to Vegas, but Adam Silver says 'no you have a big market here I can't stomach that loss of revenue.' Adelman says 'what if we give your biggest market Luka, then can we leave?' That explains why they didn't test the waters with any other team, and it explains why the trade was so lopsided.
This is mostly speculation, but its also the only thing that makes sense.
