the issue is about compensation, a 24 year old RJ barett who is putting up as good a stats as ingram this year, under contract has more value than an expiring Ingram. if you add more salary in jakob poeltl, then you are talking about even more compensation difference.

I've read in a Pelicans forum that the Raptors offer is Bruce Brown, Olynyk (or Boucher) and two 2nd round picks.
The Hawks are offering Bogdanovic and Capella but the Pelicans don't want to get into tax, so they want Okongwu instead. The Hawks are reluctant to include him in the trade, so they're trying to find a 3rd team to take Capella and give the Pelicans a smaller expiring contract.
I think the Pelicans like the Hawks package more (they value Bogdanovic who is on a team friendly contract) but only if they don't go over the tax limit.
