NBA should have a relegation system like they do in most soccer leagues where the league champions from the bottom tier league automatically goes to the main NBA league and the team right at the bottom of the NBA log gets relegated to the to the bottom tier/2nd division league. The 2nd last team in the NBA could then have a play off versus the 2nd best team in the 2nd division. So at the end of each season the 2 lowest NBW teams are replaced by the 2 top teams from the 2nd division or atleast 1 new team comes up each season.
