The NBAs drug testing policy is literally the least restrictive on purpose. He has not violated league policy. But if you put the average person on the supplements these athletes take. They would in fact be on Performance Enhancing Drugs. They would out perform the person not using it. He hasn’t done anything illegal. By his own leagues standard.
