We all know from Flagg's reaction at the lottery that he was pulling for the Spurs to get the 1st pick. But the NBA rigged the lottery as part of the agreed to deal in the Luka-AD trade.
p.s. Flagg could have ruined the NBA's plans by telling the Mavs not to pick him or he'd go back to Duke, or play overseas.
