Ballmer looks negligent, not orchestrating.
He probably let his business interests and team interests overlap in a dumb way without putting guardrails up. That’s not the same as cooking the books, but it is reckless.
If I had to bet: the NBA hits the Clippers with fines and maybe a draft pick loss, but Ballmer himself doesn’t get the “cheater” tag long-term. He’ll be remembered more as “the billionaire who almost named an arena after a scam” than as a mastermind.
