It’s just because of the injury proneness of the team.
(Aren’t many of these GMs the same so-called “experts” and “insiders” that said the trade for Kyrie was a bad trade and wouldn’t work? Did any of them have the Mavs making the Finals two seasons ago?)
Luka isn't on the Mavs. GMs not wanting to start a franchise with him is irrelevant to the Mavs.

Nobody went with the Mavs most likely because they don’t trust our POA defense. Frontcourt is no question stacked but even we can’t honestly say we can trust backcourt defense
I think the Mavs have the most guys with chip on their shoulder, with something to prove. And the motivation levels are going through the roof in their minds. This is infections on all the team and this team is going to leave it all out every night.
Luka dropped 45-8-6-4 on this defense with almost exactly the same team except now you have Cooper. Then, Dallas gets manhandled by Memphis and blown out. Then, Memphis losses to OKC by 50. People see that and remember.
Luka had a lot to do with Dallas' defense success. That is why the defensive rating with Luka is actually better than with AD. Controlling a game is defense. Getting rebounds is defense. Handling double and triple teams constantly is defense. That is why Luka's mixed team defensive rating is better than most and that is the true measure of a person's defensive impact. Not a stupid category like blow-bys in a league where everyone gets blown by.
Defense doesn't really win championships in the NBA. It does in a sport like football where possessions are limited. If you make a stop in football, your opponent might not get the ball back for 5-10 minutes and that matters. In basketball, if you make a stop, your opponent gets the ball back in 24 seconds and can still be ahead of you if they get a 3 pointer. Dallas should know this most of all. When you won your title, you had the number 1 offense and 8th defense if I recall correctly. Yes, of course you need a decent defense. But, you do not need an elite defense.
