For teams up 3+ points, I think the first foul they commit in the bonus in the last minute should be two free throws for the other team. If it happens again, give the team being fouled the choice between free throws or taking the ball out on the sideline. The third instance should be one free throw and the ball again similar to what a foul before the ball is inbounded would do. That gives the team that is up two times to do that before they are forced to play legitimate defense. Something like this would be the best of both worlds. You still get as a fan these potentially game-tying or game winning shots where the outcome of the game rides on one possession (the highest quality of basketball entertainment and drama). Teams also get two times they can strategically foul to improve their odds of winning. It also allows for them to foul twice somewhat on accident if they simply want to play physical defense but aren't actually intending to foul. I would also be open to treating fouls in the last 30 seconds similar to take fouls on a fast break. If you are in front of the defender and foul while going for the ball, that would simply result in free throws. But if you just tap the guy from behind because you don't want them to jump into you for the shooting foul, that would result in a free throw and the ball back. Either of these rules could make end of game sequences significantly more entertaining while still allowing some sort of strategic edge for fouling while up 3+ if it's done right
I hate any rule that allows intentionally fouling to be a strategy. I think any defensive fouls in the bonus/penalty should result in the offensive being rewarded a single FT plus possession.
I honestly do not care about fouling like this. It definitely cuts into the possibility of dramatic moments. But it's all basketball, and that's great for me. Maybe not for casuals though.
So you are all saying that after 46minutes of playing, one team has 3pts advantage (instead of 2pts) has worked really hard all game for it, and has a chance to win a game if they shoot all of their free throws, and you want to take that away, because it slows the game down and you cannot see a buzzerbeater. First of all, the tension for the FT shooter rise when you take more FTs, so the slowed down game become more competetive, and second you will have a buzzerbeater if the difference is 2pts, you are just moving a post of having a game in your hand by one point. Leave the rules as it is, fouling up 3 is great, the issue is with 35 timeouts that drag the game in the end..

had that discussion with an old friend- whats more annoying? stars load management when you got tickets, or the hacking during the last 2 minutes
If the thunder quick passed it to the three point line and got fouled, it would have been a different game. It was boring because it was coached well.

Not needing to take the penalty is probably the best way
