Here’s the best fix, No one is talking about: tickets to the games should be free, deemed so by the commissioner, whenever a team is blatantly tanking. Stop the team from making money.

You came up with "load management". Therefore, you can't come back and be mad with teams tanking. This is why there is a "lottery system" for the draft in the first place. You let teams and stars "wait" for the playoffs, then get mad when bad teams use the system to their good.
