what if they make him a free agent, but make it so the team has to give him a max contract, but while the team is paying him the NBA gets the majority of the money and he gets maybe 2 million, max. Makes big contenders struggle to think about picking him up, punishes him, and the NBA gets even more money they could put into making the All Star game more fun, or starting up the new two teams

Here's what I'd do:
clippers: will lose 30 mil from cap until Kawahi retires.
Kawahi: 1 year suspension. After returning he is only allowed to sign league minimum until retirement, every team that hires him will lose Supermax worth from their sallary cap.
