For those who are confused by this, the reason Popovich did this was in response to Shaq regarding the "Hack-a-Shaq" tactic. The Spurs and Suns faced each other in the playoffs the prior year, which the Spurs won, and Shaq supposedly didn't think too highly of the intentional fouling San Antonio did in that series.
This was the first game between the two teams since that first round encounter (I believe this game was on the day after opening night in the 2008-2009), so Pop took the first opportunity he had to "address" Shaq's take on the strategy, hence the thumbs-up and jokiness in the aftermath.
