  1. Should the NBA introduce 2-3 official "player-coach" spots on the roster?

These are the guys looking to transition into coaching positions or looking to "wind down" their playing careers. They can provide a heavy participation in practices.

This works similar to two-way contracts, as in the player can be active for certain amount of games (let's say 30 games).
These salaries don't count against the cap, and the salary is a certain percentage higher than a standard vet minimum.

If the player exhausts their 30 games, and the player and the team mutually agree to more playing time, they can have their contract converted to a standard deal (whatever they agree on) the overage get tacked onto the cap.
Guys like Garrett Temple, Kyle Lowry, Al Horford, Taj Gibson, PJ Tucker, Jeff Green, Joe Ingles ect.

Just think of the lockeroom dynamics, as the years go on.
