The fix for this is very simple. Stop incentivizing teams to lose.
Give an equal 8-10% chance at the number 1 seed to the play in teams.
At that point trash teams are incentivized to at a minimum try to be competitive and make the play in and teams that are on the bubble as being competitive get rewarded with more talent.
Then after split the remaining percentage between the lower teams based on worst record. That way the worst of the worst teams can’t complain about not having a chance at high picks because they still get higher odds than other non play in teams.
They should do a completely even lottery system with no single team getting anymore of a chance than another. It's the only truly fair thing and there's literally no point in tanking
