Just get rid of the lottery and do the draft by record like the NFL. Not as many teams will tank without a lottery because they're not given the false hope of getting a top pick despite 5 other teams having worse records than them.
"At some point the math's got to math" – in other words he thinks the draft is rigged against small market teams. You can criticize the NFL's lack of a draft lottery but the NFL cannot rig who gets the number one pick. I'm sure they rig other stuff but if you finish in last place you get the number one pick and they can't do anything about it.
